Unemployment has been an issue which we have been talking in the past which is not an issue only in the state or the nation but it has been an issue worldwide. As far as Goa is concerned we are trying to create employment opportunities by collecting data through the Labour & Employment Dept to check the ratio of unemployment as regards to contractual and permanent workers in the industry. We have understood that there is a skill gap, we have understood that there is an opportunity gap for our people who need to be skilled. We have had continuous talks and consultations with Cipla not only in regards to skilling in the Pharma sector but other opportunities like B.com BSc etc, as sometimes the employee may lack skills or exposure which may lead to lack of competence.
Today I am proud to announce the Cipla Technical Academy. The academy will have 2 parts
1) the Skill Development Programme – which will be for freshers i.e. the 10th and 12th std who look at opportunities where they will be given classroom training plus hands-on training
2) Aseptic Techniques Programme – which is basically for freshers who are Bsc, Msc Diplomas, Bpharm etc whose duration will be about 6 months after which they also will be having on-site training. We are trying to ensure that along with Cipla we are able to train our people. Once this skilling programme is done the first opportunity for these people and Cipla will be to review the situation whether these people are ready to be absorbed by Cipla thus helping in eliminating unemployment situations. In case there is an issue of certain people to be absorbed by Cipla, the Labour & Employment Dept will personally monitor to try and figure out where things are going wrong. We will also try and see if they can be absorbed by any other company as they are industry ready. Once this training academy starts we will immediately take this to the next level by getting other companies on the same tune whether it is a hotel industry or other things, everybody will start on the same vertical. Under the able leadership of our Hon CM Shri Manohar Parrikar, this Govt is trying to do its best to tackle unemployment opportunities by providing the best skills to our fellow Goenkars. In the last 18 months, this Govt towards employment has facilitated a very positive outcome with the industry. We welcome all the industries to Goa as long as they are able to support the ecosystem i.e. when we calculate any industry investment in the state, we look at Revenue per sq mt and Employment per sq mt. We will monitor the training academy for about 3 months and then will ensure that there is a task force to monitor the programme by recruiting skill development officers. We are very clear that industries setting shop in Goa have to give priority to our fellow Goenkars as regards to jobs and this Govt has taken a very proactive step towards fulfilling this. It is not that the Labour & Employment Dept is trying to squeeze somebody , it is very clear that the Dept is trying to work very closely with the industry to ensure the growth of the industry as well as at the same time create expertise as far as the state is concerned in terms of creating talent, creating technical manpower etc . This is a step which has been taken for the first time in the history of the state where a govt is working along with a corporate to ensure that skilling goes in the right direction.
