Action Initiated Against the Illegal Plotting of Communidade Land in Colvale

As per the concern raised by the Thivim MLA Shri Nilkanth Halarnkar, we visited Colvale to investigate the illegal plotting of communidade land. It is found that no approval from the government was taken by the authorities of the communidade for the plotting. We have initiated an inquiry into the matter as similar cases have occurred in a few other places as well.

 

Due action will be taken as per the law but we will look into all the communidades initially to find out if similar illegalities have taken place. Besides, we also want to assure that illegalities  of any sort will not be tolerated by this government. We are taking immediate measures while also working things out in a way that lasts for a long run. We will to ensure transparency in the local body so that instances of illegality be stopped completely.

Government & GTA Will Work Towards Growth of Goan IT Sector

We attended the members meet called by Goa Technology Association (GTA) on Monday. Close to a 100 companies are a part of this association. There is ample scope for the government and GTA to work together to develop the IT sector.

Key points of the meeting:

Emphasis would be laid on creating employment for the local youth. IT policy will be unveiled soon.

The concept of ‘IT anywhere’ will be promoted. Companies will have the freedom to operate from any area rather then only the notified ones.

IT Department will help other government departments of the state to digital as part of the Business Reforms Action Plan (BRAP).

Currently, Goa Pollution Control Board, Goa Investment Promotion Board, Labour Dept., Dept. Commercial taxes, department of industries, trade and commerce, factories and boilers will be taken up.

To help those who are not tech savy, 12 citizen service centres to be set up across Goa to assist citizens who want to apply for public services or certificates.

A 48-seat incubation centre set up in Panaji in partnership with Software Technology Parks of India.

Independent funding mechanisms will be set up so that disbursement is not affected by budgetary issues.

In  the coming months Gramin Mitra model implemented at Socorro panchayat in Porvorim to be implement in other parts of Goa.

Launch of Goa’s E-District Portal

Today, we launched goaonline.gov.in – our e-district portal as part of our mission to facilitate e-governance and make government services available at the fingertips of the common man. Through this e-district portal, all services will now be online. Applications for Form I and XIV, Partition of land and Conversion of Land as well as applications for Residence Certificate, Divergence Certificate, Domicile Certificate, Matriz Certificate, Caste Certificate, Income Certificate, Sound Permission, Natural Calamity Application, can be made on this portal. With the launch of this e-district portal, citizens will no longer have to visit the mamlatdar’s office or collector’s office, but can apply for these services from the convenience of their homes.

Comprehensive Sewerage Network

Porvorim was lacking a sewerage system that could meet its present and future needs. We’ve developed a new system for the constituency at the cost of Rs. 285 crores.

The system is built using futuristic technology that uses trenchless method to save costs and time.

Porvorim having a hard rock surface has delayed its implementation, but we have personally monitored it’s progress.

One of the major advantages of the system is that Porvorkars no longer have to worry about sewage disposed in soak pits and septic tanks leaking into the ground water table of the constituency.

We have also made night soil tankers available to Porvorim residents at subsidised rates.

Through this initiative we have made sure Porvorim has a good waste disposal system in place as it is a key to good health.

Inspection of Sampal Cator Bandh

Recently, we carried out an inspection of the Sampal Cator Bandh as there were a lot of complaints coming in the recent past regarding the opening of the sluice gate which is affecting farming, due to the water gushing through the opened gate resulting in the damaging the fields

This was happening because of certain vested interests. A joint inspection was carried out by the our team, and Mamlatdar Mr. Dashrath Gawas, Executive Engineer Soil Conservation Mr. Ashok Kamtar, Junior Engineer WRD Mr. Milind Gawade, Sarpanch Salvador do Mundo Mr. Sandip Salgaonkar, officials of the Police Department as well as residents of the area.

We have given clear directions and have called for immediate police patrolling to avoid miscreants from causing any damage to the sluice gates.

Necessary regularisation of issues concerning the area with the Mamlatdar’s office was also asked to be expedited.

Krishi Melava (Farmer’s Meet) 2017
We recently held a Krishi Melava (farmer’s meet) calling all the farmers of the nine farmers’ clubs in Porvorim and one from Guirim.
Agriculture Minister Vijai Sardesai, Housing Board Minister Jayesh Salgaonkar and our Revenue Minister Rohan Khaunte addressed the gathering.
While addressing the farmers, we gave them a boost on how to improvise farming, use alternate methods of farming, etc.
The department of agriculture and its office also gave a presentation of alternate crops, and how the farmer can be more successful, by using modern techniques.
Awards for the best farmer and farmers club of Porvorim were given for the year 2015-16 and 2016-17.
Holy Cross Shrine Farmer’s Club, Carrem, were presented with the best farmers’ club for 2015, while Prakash Madkaikar, a member of the Salai Farmer’s Club was awarded the best farmer award for 2015.
Rawalnath Farmer’s Club, Quitla were awarded the best farmers’ club for 2016, and Isabel D’souza, a member of the Evergreen Farmer’s club Vadem, was awarded the best farmer award for 2016.
The event was well attended, with several farmers attending the programme which was held on Sunday afternoon.
Apart from boosting farmers, we’re looking forward to setting up a farmers’ market so that the farmers can reap the benefit and avail of profits and consumers can avail organic vegetables at a competitive price.
Gramin Mitra – To Improve Efficiency of Governance
As part of our mission to improve the efficiency of governance and take the delivery of services to the doorsteps of the common man, through the Department of Revenue, we are in the process of introducing an efficient IT initiative (GRAMIN MITRA).
The concept revolves around a government representative named as the Grahmin Mitra (friend of the villagers) who will be equipped with mobile and IT infrastructure such as a printer, scanner and the audio-video media facilities to facilitate information dissemination. The sole motive of the Grahmin Mitra is to take Governance to the door steps of the citizens.
The whole affair is to facilitate information of the applicant towards achieving a digital locker which will reduce paper work in the long run for their routine works.
A pilot run of this initiative was carried out recently at the Socorro Panchayat. The services were demonstrated by the GEL engineers following which we communicated through a video call & briefed the gathering about the initiative We also sought response and feedback from the citizens on the services provided.
We believe that this initiative will bring out the true utility of e-governance through digital inclusion of the citizens at the grass root level.
Kranti Nagar Garden Inspection

Due to our persistence and pressure to get things moving and personally pushing the files forward, work on renovation of the garden in Kranti Nagar was inaugurated by our team and officials of Goa State Urban Development Agency (GSUDA) in October 2016.

We had to carry out an inspection of the work being undertaken as the date of delivery was May-June. Before the renovation of the garden, it was being used for notorious activities, which was becoming a nuisance to the residents of the area. We took up renovation of the garden to improve the quality of life in the area and to develop green spaces, for the betterment of the people, at a cost of Rs 2.4 crore in the first phase.

After the inspection, a timeline was fixed and we are happy to say that the work shall be completed by June or July, based on the assurances given to us by the GSUDA member secretary and architect.
In addition, the second phase of the garden was planned wherein a small space would be created for senior citizens, for their daily exercises, yoga, etc.

One of the aims for this park is to make it a better place grandparents and grandchildren with the concept of Nana-Nani-Natuva in mind. However, at the same time we want it to be used by all sections of people.

As part of this renovation, there will be a badminton court, basketball & volleyball court, amphitheatre, a stage and a library. A skating rink and an area where youth can play cricket with a tennis ball is also being developed. A special area for non-polluting vehicles like Segways and go-karts will also be set up.

Video Conference With Collectors & Mamladars

As part of our efforts to ensure ease of governance and taking governance to the grassroots in every taluka, we held a video with Collectors and various Mamlatdars via video conferencing on Monday evening. This is the first step in connecting with the officers on the ground.

In the coming days, we will use this same video conferencing technology to reach out the remotest of villages in Goa and assist people in easing their problems. Through this initiative we aim to give better quality output of services to the people through e-governance and ensure a timely delivery of these services.

Time to Change How Government Departments Function

As part of our mission to improve government services being delivered to the common man, we have decided to carry out a 3-month drive to clear a backlog of around 9,000 mutation cases in various mamlatdars’ courts. We want to make living easy for Goans, hence, the existing mutation process will be simplified and fees will be accepted at the time of registration of the sale deeds. Apart from this, government employees will work on Saturdays to clear the pending mutation cases.
We will also ensure easy and timely availability of residence, caste, income and partition certificates to the public. One of our many other initiatives include launching of an email ID – saang.goenkar@gov.in, wherein people can register their grievances and the same will be personally monitored by me, the revenue secretary and district collectors.
Our aim is to ensure time-bound delivery of services. State employees will get two months’ time to adapt to the new initiative and the accountability will be fixed on the officer in-charge.
In a first of its kind initiative, all the revenue department offices will be rebranded. Each office will have a public grievance box wherein people can put their written complaints. The drop box will be attended to on a fortnightly basis. There will also be a happy quotient measuring the satisfaction levels of citizens accessing services in revenue department offices, which will be put in place through a smiley interface.
Moreover, stickers will be pasted on the walls at revenue department offices and collectorate offices creating awareness against corruption. CCTV cameras will also be installed in all offices and centrally monitored.
We also plan to launch a district e-portal service, in the fourth week of April, so that people can avail of the revenue department’s services online. It will be linked to Aadhaar, which will facilitate easy data and reduce paper work.
To take services to the villages, we will also launch backpack kits for village-level services on a pilot basis in two talukas. Through this project, people can avail revenue department services in their village.
Though these new measures will be launched immediately, it will take the next three months to streamline these services, but we will ensure that it is done.
