Inspection of Mamlatdar Office and Review Meeting

This Govt under the leadership of Hon CM Shri Manohar Parrikar is for the common man , and the common man continuously uses the facilities of the Revenue Dept like certificates, property matters etc and we are in favor of making these facilities easier and simpler for the common man.
Inspected the proposed office of the Dy Collector and ISLR office which we propose to open at the earliest for Sanguem Taluka. Also reviewed plans , facilities and estimates including refurbishment of Mamlatdar office in Sanguem.
We also visited Quepem and had a review meeting with the Dy Collector to know where the shortfalls are and how we can bring Govt services at the doorstep of the common man.
Necessary reforms that need to take place have also been discussed whether it is regularisation of illegal structures , further simplification of partition process , mutation , conversion etc.
We also discussed what IT related systems need to be introduced for making procedures related to the Dept simpler.

Launch of Online Services for Labour Department

Successfully launched the Online Services for the Labour Department on GoaOnline in coordination with the department of Information Technology & Goa Electronics Ltd.
The issue and renewal of the labour licenses has been made accessible to the public through an online government portal (www.goaonline.gov.in) This has been done in order to improve the efficiency, accuracy and the entire application method transparent with minimum human interaction as well.
The user interface has been designed in a very simple and easy way for the public to use and benefit from. It also shows the status and progress of the process through the different stages of the application.
This initiative would hence be very beneficial to the public as they will also not have to physically visit the departments to apply or renew the application and would save their time and effort overall.

Review meeting conducted of Revenue Dept

A review of the revenue department taluka wise was conducted along with the Collectors from North and South Goa, Dy Collectors and other government officials. This was done to understand the status of the department, the difficulties they are facing and to ensure that all the pending issues are addressed. Since the Revenue department is the backbone of the government functionaries, it is important to plan and timeline the projects as we expect results, plans, and accountability. In the last one year, a lot of time was spent on simplification of procedures which included implementation of time-bound services through which we aim to achieve the ease of doing business. We have also kept in mind the reforms that have come due to the mutation and partition process, also considering Mamlatdar courts to function on Saturdays and from the E- District point of view as well. The certification of matters like caste, divergence, residence etc has an online platform created for them.

This has helped ease the problems of the common man as the direct interaction with the government officials has been eliminated.
The review of the problems faced by the collectors were also brought up and the necessary actions required to expedite them were discussed. Issues pertaining to illegal structures, land, and stagnancy of pending problems were raised. The right to time-bound services initiative has also been acted upon by the revenue department and we have simplified the procedure and made it people friendly, but there are still some platforms yet to be achieved.

48th Meeting of the Regional Board of the ESI Corporation

Chaired the 48th meeting of the Regional Board of the ESI Corporation in the presence of Shri P.S. Reddy, Secretary (Labour & Employment), Shri R.A.C. Bhat, Addl. Commissioner & Regional Director, ESIC, Regional Office Goa along with other govt officials and held a discussion on important issues for welfare of employees/ workers such as:

  • To tie-up with Private/Government Hospital for medical treatment to IPs and their family members,
  • Opening of a 100 bedded hospital in North-Goa,
  • Opening of ESI Dispensaries at Cuncolim,
  • Construction of ESI Dispensaries at Mapusa & Kundaim,
  • Commissioning of an ESI Dispensary at Pillerne Industrial Estate etc and
  • Improving the standards of ESI Hospitals in the state.

Launch of Stri Sakhi Scheme

On the occasion of Women’s Day, we launched a scheme to ensure Menstrual Hygiene for women working in industries and for their school going children through the Goa Labour Welfare Board. The “STRI SAKHI SCHEME” intends to provide sanitary pads through dispensing machines for the women as well as incinerators to dispose of the used napkins. The dispensing machines will be installed in various schools/colleges/construction work sites and industrial establishments where the concentration of women workforce is more across the state.

This unique scheme proposes a sustainable living ideology, where every female worker and their daughters studying from class VII (seventh) onwards will use eco – friendly sanitary pads and dispose of their used pads in an eco-friendly way. This will benefit the health and hygiene of every woman and also prevent littering. This facility will bring enormous mental relief/confidence in the minds of both the workers and children and bring down absenteeism in schools/colleges and workplace. Women are prone to reproductive tract diseases, and this problem too will be addressed through hygienic means.
The importance of a woman’s health and hygiene is of utmost priority for a strong community and a healthy society is the foundation of a progressive state. We aim to achieve this through this scheme and your support.

Nestle Ind Ltd and some other companies installed and launched the dispensing machines today and it is the only way forward from here.

Concern Over the Ban of Mining Licenses

We are with the people who have been affected due to the Ban on mining activities in the state and completely understand and empathise with their sentiments regarding the cancellation of licenses and the auction related issues. The mining issue is a matter of grave concern for the state as well as the economy and needs to be resolved through a proper forum or a Cabinet decision. The decisions directly affect the employment and state revenue and can have serious consequences. Appropriate steps need to be taken to ensure that Mining resumes immediately and no confusion regarding the licenses exists. Another area of concern that needs to be addressed is that the mining rights remain with the Goans instead of involving outsiders in the business and trade as the result won’t benefit Goa in the long run.

Proposing Various Improvements in the Labour and Employment Department
We held a meeting with the officials of the Labour and Employment department to discuss schemes for the welfare of the unemployed, create a database and online management of the unemployed, inception of working women’s hostels and women sanitation.
Women sanitation has been a major issue that has been addressed and to help menstruating women and girls get sanitary napkins easily, sanitary pad dispensers have been proposed to be put up at all construction sites, state-run schools and industrial estates from next financial year. This move is aimed at improving the menstrual health of the women’s workforce. We are also looking at setting up incinerators for scientific disposal of sanitary pads.
Another plan for construction of a working women’s hostel has been proposed in industrial estates. This is for the benefit of all the working women and to encourage other women to start working. This hostel would comprise of a place for them to stay, skill-building training to make them employable and the general safety and well-being of the women.
We have considered to set up mobile clinics for the health and well being of workers and also plan to set up mobile toilets at construction sites. This is in line with our mission of ‘Swatcha Bharat Nitol Goen’.
Apart from this, efforts have been made to go online with the data of the unemployed youth in the state and create a database with the help of GEL, to make an online platform for the unemployed to access and avail the various schemes for them. It will be linked to the Aadhaar card and will be user-friendly and easy to use, and will be linked to the labour department to get a realistic scenario of the employment levels in the state. This will solve the problem of duplication of names, incorrect data and new entries into the system.
The welfare of labourers and workers under the buildings and other construction workers (BOCW) association has been modified and a lot of schemes benefiting the workers have been created.
A proposal to also additionally have more offices in South Goa has been made in order to reach out to more people. Efforts are being made to reach out to every part of the society and easing out the manual process that is now becoming redundant and complicated.

Opinion Poll Day

It’s been 51 years since the opinion poll took place and changed the destiny of Goa into being an independent state forever.

It was the only referendum that took place in our country that had the power to shape Goa’s future as a state. With the efforts of Dr. Jack Sequeria and others, the people of Goa voted against the merger and Goa eventually became a full-fledged state of India, as we know it today.

Goa attained its own identity as a state after a lot of struggle and it is therefore our duty as proud Goenkars to conserve the identity of our state. The diverse culture, scenic beauty and a harmonious society defines Goa and we need to work towards ensuring that inspite of the constant change in today’s times, our identity remains the same. It should be our aim to preserve Goenkarpon and pass on the traditions and pride to our future generations as well. All the years of efforts to make Goa an independent state should not be forgotten and efforts need to be made individually to show unity and pride of being Goenkars.

I have always worked towards the betterment of the society through my constant efforts in the fields of technology, community welfare and empowerment of the people, and it is all done to create a united and strong community of the people of Goa. With the help of a supportive and receptive community, we can take Goa to heights that our ancestors had envisioned as they fought for Goa to be a free state.

While we talk about constantly striving to work towards being a progressive society, we need to ensure keeping our Goan roots intact while working towards sustainable development of our society.

I will, in my capacity, always work in the interest of Goen , Goenkar and Goenkarpon, and would always stand up against anything that hinders or compromises this. For Goa has always been in my heart , blood and on my mind , I will ensure I do everything in my ability to keep our identity intact & help Goa remain the beautiful state that it is.

Goa IT Startup Policy

The Start-up policy approved by the cabinet yesterday aims to boost the employment in the state but most importantly, we want to create entrepreneurs who can provide jobs. There is an emphasis put on ‘job givers’ instead of ‘job seekers’.

Key features of the policy:

  • We want Goa to feature into the top 5 destinations for early stage companies in Asia by 2025.
  • Encourage 100 successful early stage ventures in the next five years.
  • Target is set to generate at least 5,000 jobs for Goans.
  • We want to develop minimum 2 lakh sq ft area for technology innovation and incubation center.
  • Focus area will be artificial intelligence, robotics, 3-D printing, data science, drones and virtual reality.
  • In order to promote innovation among Goan startups, 50% of R&D expenses, including salaries of Ph.D. holders employed by the startups will be reimbursed for a period of two years, subject to a cap of Rs 5 lakh per annum.
  • For startups hiring local talent, 50% of the salary of freshers will be reimbursed subject to a cap of Rs 10,000 per recruit, per month. Freshers are graduates who have completed their degree in the last two years.
  • For startups with 60% local workforce, 25% of the salary of the local workforce will be reimbursed.
  • Start-ups registered in the state will be allowed to operate for 24×7.
  • One-time grant of Rs 10 lakh to a startup with a promising and viable product. Besides, the startup can avail a one-time Rs 10 lakh loan from the state as well.
  • A startup promotion cell will be formed, which would serve as the nodal agency to register/recognize/certify the startups established in the state.
  • The cell would report to a high-powered startup promotion committee, comprising of the chief minister, IT minister, chief secretary, IT secretary, and industries secretary and four nominated persons from the industry.
Visit to the Saligao Garbage Treatment Plant for a ‘Nitoll Porvorim’

We visited the Saligao Garbage Treatment Plant with Zilla Panchayat members, Sarpanches and Panch members from Porvorim constituency. We were accompanied by Sanjith Rodrigues, Managing Director of Goa Solid Waste Management Corporation.

Our aim was to learn more about the collection, segregation, and disposal of garbage. At the same time, the visit served as an educational tour for all to learn about the waste management plant. The visit is conducted in process of achieving the dream of ‘Nitoll Porvorim’.

We will focus on dealing with the garbage at the ward level and make sure that wards in Porvorim are kept clean, imbibing the spirit of ‘Swach Bharat’ and ‘Nitoll Goem’.
